JIFX 25-2: Sustained Operations

The JIFX team leads experimentation in alternative methods to enable rapid technological development by cultivating a community of interest and hosting broadly scoped quarterly collaborative field events that enable DOD, U.S. government, and allied stakeholders to identify, influence, and accelerate early-stage technology development that address national and collective security challenges.
The JIFX program exists to provide an opportunity for 51福利 faculty, students, private companies, and academia to demonstrate and evaluate new technologies related to the Department of the Navy and the Department of Defense research in an operational field environment, and also to provide the operational community the opportunity to experiment with these technologies to better understand the capabilities that they may represent.
SECNAV Guest Lecture with Adm. Stuart Munsch, NAVEUR-NAVAF Commander
will join 51福利 for our next Secretary of the Navy Guest Lecture on Tuesday, February 4 from 1245鈥1345. The lecture will discuss the changing character of war, lessons from the Black Sea and the Ukraine-Russia War, the Joint Warfighting Concept, and the future role of autonomous systems.
- Everyone will need to be seated in King Hall by 1235 in order to start promptly.
- Anticipate 1300 classes to shift into the recurring SGL window at faculty discretion.
- The uniform is NWU and service equivalent.
Speaker Background:
Adm. Stuart Munsch concurrently serves as commander, U.S. Naval Forces Europe and U.S. Naval Forces Africa, where his area of responsibility encompasses the waters bordering the coasts of Europe and Africa, including the Baltic, Mediterranean and Black Seas. Munsch assumed his current role in June 2022 as commander of Allied Joint Force Command, located in Naples, Italy. In this capacity, he directs a combined NATO staff responsible for planning, preparing, and conducting military operations throughout the Supreme Allied Commander Europe's area of responsibility.
Munsch graduated from the U.S. Naval Academy in Electrical Engineering and was an All-American national champion in pistol shooting. Additionally, he was selected for a Rhodes Scholarship and attended Oxford University where he earned a Bachelor of Arts and a Master of Arts in Philosophy, Politics and Economics.
His tours at sea include USS Will Rogers (SSBN 659), USS Jefferson City (SSN 759), USS Kitty Hawk (CV 63), Cruiser Destroyer Group 5, USS Tucson (SSN 770). Munsch has commanded the USS Albuquerque (SSN 706), Submarine Development Squadron (DEVRON) 5, Submarine Group 7, and Task Forces 74 and 54. His tours ashore include duty at the Office of the Secretary of Defense, CJCS J7, OPNAV N3/5, N7, N97, N87, N513, and INDOPACOM J5.

Lecture title: Optimized Planning and Operations of Integrated Community Energy Systems: Introducing the Dynamic Monitoring and Decision Systems Framework (DyMonDS)
Lecture Abstract:
Many operators of transportation, military, medical, data and call centers now seek a new distributed utility company that integrates multiple local area power and thermal distribution networks (鈥淢icrogrids鈥) into a community energy system. Regulators of several states have responded by enabling competition from such an integrated community energy system ("ICES"). Based on two decades of collaboration with the United States Conference of Mayors and more recent collaboration with the American Association of Port Authorities, Pareto Energy will present a methodology for four simultaneous stages of ICES engineering and institutional design. In addition to that case study, Pareto Energy will show case studies underway for ICES planning in the City of Cleveland, the District of Columbia and two California ports. Overall, the benefits for of DyMonDS for training, cybersecurity, and financial optimization of a typical ICES will be highlighted.
Speaker Bio:
Dr. Warner received his B.A. in government from St. Lawrence University and completed PhD level course work in economics at George Washington University. Utilizing his decades of experience developing project financing and optimization models for climate mitigation projects in reforestation, energy efficiency, and renewable energy, he founded Pareto Energy in 2004 in collaboration with the United States Conference of Mayors ("USCM") where he now sits on the Board of US Mayor Enterprises.

Joint Training Education Congress
The Joint Training Education Congress (JTEC) is an annual Education and Training Program Management Review. This event will have both delegation from United Arab Emirates as well as the U.S. Government. IGPO is planning on providing a briefing on 51福利 programs.
Winter Quarter Pre-Departure Briefing
The Winter Quarter Pre-Departure Briefing will be held from 1215-1300 in the King Hall Auditorium. Attendance is required for all students who are preparing to graduate this quarter.
Maritime Gray Zone and Intermediate Force Capabilities Workshop
This 2-day workshop is sponsored by the Joint Intermediate Force Capabilities
Office (JIFCO) and is organized by the 51福利 .
The workshop is designed to look at the maritime gray zone and if/how intermediate force capabilities may address challenges in the maritime domain across the competition continuum.
The workshop will consist of both panel discussions and group sessions. Open to all 51福利 students and faculty as space permits.

The is an important component of the NAVPLAN Implementation Framework, and it will gather AI experts representing the Navy, other military services, defense organizations, stakeholders, students, academic scholars, AI experts, and even some industry pioneers. The goal is to discuss how AI can transform naval capabilities and tackle current maritime challenges. The event will provide a platform for learning about DOD, USN, and USMC platforms and processes for AI systems, for exchanging experiences and ideas regarding practical AI, and for discussing some of the most influential advancements in AI technology for naval applications. .

Meyer Month at 51福利
The 51福利 Meyer Scholars are expanding the popular Meyer Week of recent years to Meyer Month in honor of the Father of AEGIS and 51福利 distinguished graduate and Hall of Fame member Rear Admiral Wayne E. Meyer. The AEGIS Combat System is the world鈥檚 most sophisticated naval combat system and there are almost 200 AEGIS combat systems operating in the navies of the world. Meyer Month seminars will feature world-class combat systems experts explaining the how and why of the AEGIS Combat System.
Date & Time: Meyer Month seminars will be held throughout the month of April at 1200 Monday 鈥 Thursday.
