Abstract

Energy constrains all Naval Operations. Our competitors constrain them, our weapons systems constrain them, our Marines and Sailors constrain them. If we want to beat our competitors whether Houthis or the PRC, we need to figure out how to compete in operational energy. 

Biography

Mr. Michael McGhee, a member of the Senior Executive Service, is the Deputy Assistant Secretary of the Navy for Energy. In this position, he provides policy and governance for programs and activities that enable resilience for weapon systems and shore installations. This includes budgetary, policy, and Secretariat oversight of programs that support U.S. Navy and U.S. Marine Corps energy resilience, risk, new energy technologies, and performance in pursuit of Department of the Navy goals, objectives and requirements, worldwide. 
 
Throughout Mr. McGhee’s career, he has served in various leadership positions, including as Executive Director for the U.S. Army’s Office of Energy Initiatives, where he developed partnerships and alternative financing for projects that provide resilient, affordable, and sustainable energy for Army installations; and Acting Deputy Assistant Secretary of the Air Force for Energy, Environment, Safety and Occupational Health, and the Principal Director for Policy to the same office for 10 years where he provided senior policy, strategic guidance, supervision and oversight on all matters pertaining to plans, policies programs and budgets for Air Force installations energy, infrastructure, and environmental programs worldwide. He was also a Congressional Fellow in the U.S. House of Representatives. Mr. McGhee began his professional career as a commissioned U.S. Air Force officer, and is a licensed Professional Engineer.
