Diplomacy on the Edge: Technical and Policy Engagement in the World's Energy Frontiers

June 12, 2015
ME Lecture Hall
1300

Mr. Paul Hueper

Director, Office of Energy Programs, Bureau of Energy Resources, U.S. Department of State

Abstract

Despite the recent downturn in world oil prices, the world's energy industry continues to explore and develop hydrocarbon resources in frontier areas, many of which lack infrastructure and institutional capacity to manage these sectors. Real-world case studies from Sub-Saharan Africa, South and Southeast Asia, Latin America and the Arctic will be used to highlight critical challenges affecting the ability of non-traditional hydrocarbon producing countries to establish the appropriate institutional, regulatory, policy and legal frameworks needed to ensure commercially viable and environmentally sustainable oil and gas development that optimally supports national economic growth.
