Abstract

This presentation proposes research that will delve into the strategic importance of effective resource allocation in fostering innovation within acquisition practices, with a specific focus on the noteworthy contributions of the Naval Facilities Engineering Systems Command Southwest (NAVFAC SW). The research to be discussed investigates the significant impact of construction projects undertaken by NAVFAC SW on the readiness and operational capabilities of the United States Navy. The study analyzes the strategic relevance of construction projects such as piers, aircraft maintenance facilities, energy-efficient structures, and support infrastructure for emerging technologies in enhancing the Navy's readiness and operational effectiveness. Findings have direct implications for naval engineering, strategic planning, and operational decision-making, providing valuable insights into the impact of construction projects on the overall readiness and operational capabilities of the Navy. 

Biography

Dr. Navid Gohardani holds PhD and Licentiate of Engineering degrees in Civil and Architectural Engineering, a Master of Science degree in Civil Engineering, Bachelor and Master of Business Administration degrees, and a Bachelor of Science degree in the Built Environment. With over two decades of professional experience in the Architecture, Engineering, and Construction (AEC) industry, and now serving as an Interdisciplinary Engineer/Construction Manager with the Facilities Engineering and Acquisition Division (FEAD) at Naval Facilities Engineering Systems Command (NAVFAC), he is well versed in working with sustainable building, lean construction, and energy efficiency projects, particularly in the Research and Development stages. He is the former Secretary of the International Organization for Standardization (ISO) Technical Committee (TC) 163, ISO/TC 163 – Thermal Performance and Energy Use in the Built Environment, as well as the former Secretary of the European Committee for Standardization (CEN) Technical Committee (TC) 89, CEN/TC 89 – Thermal Performance of Buildings and Building Components. As a building science leader, Dr. Gohardani’s professional and research interests include whole building analysis, high-efficient insulation technologies, including vacuum insulation panels and aerogels, building technology and building physics, sustainable building design, as well as building envelope asset management.
